Job Description
The HR Compliance Manager manages essential programs and projects within the department, primarily related to HR compliance, recordkeeping and auditing, the development and execution of the Company's Affirmative Action Program (AAP) and assuring implementation of the Company's equal employment opportunity (EEO) policy.
This individual is responsible for independent work deliverables and coordinates work with other team members and stakeholders.
Specific Duties and Responsibilities
* Leads the development, project management and execution of the Affirmative Action Program and its related analysis, ensuring compliant recordkeeping, reporting, and communications.
* Develops action-oriented programs and objectives to measure progress.
* Reviews vendor requirements to identify updates and work with others to collect data.
* Reviews job assignments and job classifications, ensuring job EEO codes align with AAP job codes.
* Runs preliminary reports on employee listings, documenting any discrepancies, and resolves any missing or incorrect data.
* Coordinates with stakeholders and advisors on various analyses including the company's workforce, job groups, utilization, hiring, promotions, terminations, etc.
* Conducts ongoing assessments, audits and validation of various HR practices and documentation from recruitment, hiring, compensation, training, promotions, leaves, terminations, etc. to measure effectiveness and ensure compliance with nondiscrimination and equal employment opportunity policies and laws, tracking the company's efforts to achieve its EEO/AAP responsibilities.
* Reviews and monitors the effectiveness of outreach plans to recruit from a broad range of sources.
* Audits the maintenance of dispositions and applicant flow reports.
* Audits the collection of self-identification records from applicants and new hires and the periodic self-disclosure updates by current employees of their disability and veteran status.
* Audits and ensures AAP notification letters sent to applicable vendors.
* Arranges for the filing of EEO-1 and VETS-4212 reports and other required state or federal government reports.
* Certifies affirmative action plan compliance with the OFFCP.
* Ensures compliance with HR related SOX Entity Level Controls and may be involved with coordination of internal and external HR related audits (SOX, Quality Management System, etc.), including preparing records and holding effective communication exchanges with auditors.
* May be involved with communications of compliance and auditing requirements to HR staff.
* Develops and implements relevant, appropriate education for management and HR staff on EEO, the status of objectives, and support of employee management practices.
* Develops and implements relevant, appropriate education for employees on EEO.
* Provides guidance to team members and business leaders on complex, escalated issues, related to audits, EEO, AAP compliance, and drives and resolves issues.
* Evaluates situations, data, and overall opportunities for improvements, and provides recommendations.
* Designs and implements new or changing processes and programs.
* May lead or support procedure document creation and maintenance.
* Ensures EEO/AAP policies and postings are updated and available.
* May audit the contents of other company internal and external communications to ensure HR compliance information is up to date.
* May lead or support tracking requirements for other federal, state, and local employee notices (postings on-site and intranet) and any updated internal and external documents used in onboarding.
* Researches and networks with key contacts outside own area of expertise, and ensures policies, procedures and our practices are in compliance with legal requirements.
* Adheres to the Company's Quality Management System (QMS) as well as domestic and global quality system regulations, standards, and procedures.
* Understands relevant security, privacy and compliance principles and adheres to the regulations, standards, and procedures that are applicable to the Company.
* Ensures other members of the department follow the QMS, regulations, standards, and procedures.
* Performs other work-related duties as assigned.
Position Qualifications
* Bachelor's degree with 8+ years of HR or relevant experience, or an equivalent combination of education and experience.
* Advanced degree (i.e., MBA, etc.) preferred.
* Completed EEO/AA, auditing, or internal investigations compliance courses or certifications (such as Certified Affirmative Action Professional) from AAAED, SHRM, HRCI, PDTI, or similar preferred.
* Experience in developing, maintaining and overseeing Affirmative Action Plans is required.
* Broad knowledge of HR practices and U.S./California laws, including EEO and Affirmative Action.
* Previous hands-on experience working in HR, preferably across various areas of HR with a broad understanding of HR practices.
* Auditing experience as the auditor or as an individual interfacing and liaising effectively with internal and external auditors.
* Basic understanding of statistical techniques.
* Must be analytical and have an acute attention to detail.
* Must have excellent and concise communication skills, both written and verbal, with all levels within the company and external groups such as counsel, vendors, or government agencies.
* Ability to manage large volumes of data yet summarize and highlight key themes and actions.
* Ability to present complex data in a way that is clear and easily understood.
* Strong project management skills and experience managing projects effectively, meeting deadlines with quality results, and conducting debriefs and lessons learned reviews.
* A self-starter that has strong prioritization and critical thinking skills and makes sound judgments in a variety of responsibilities.
* Effective interpersonal, organizational, and time management skills.
* Demonstrates skills of cooperation, teamwork, and ability to handle ambiguity, growth, and change.

* Possesses strong computer, software, data management and reporting skills.
* Advanced skill in use of spreadsheets, including pivot tables.
* Must have systems experience in HRIS and/or applicant tracking systems (UKG Pro and Lever experience preferred).
* Must have strong skills in Microsoft platforms (Excel, Word, PowerPoint, TEAMS, etc.).
* Experience in medical devices or similar industries, and/or manufacturing, with varied work populations is preferred.
Working Conditions
* Work in a general office environment.
* Ability to work on site daily.
* May have business travel to other office locations up to 10% travel.
* Must be able to remain stationary and use a computer for an extensive period of time each day.
* Must be able to read, prepare emails, and produce documents, reports, and spreadsheets.
* Must be able to move within the office and between buildings and floors.
Starting Base Salary is $132,000 - $185,000
Individual compensation will vary over time-based on factors such as performance, skill level, competencies, work location and shift.
